Setting: The Guardian's world is exactly the same as the real one in the same modern timeframe with the exception that all the legendary/mythological creatures are real. There are spirits, sprites, and the most famous figures of childhood belief that are very real. They can only be seen by children who believe in them and their powers (and even their lives) are tied to that belief. The strongest and best known of those are called the Guardians, whose number include Nicholas St North (Santa Claus), the Easter Bunny, the Tooth Fairy, and the Sandman. They are the protectors of what is precious about children's childhoods: wonder, joy, hope, and memories. The Guardians are chosen by the Man in the Moon for their ability to embody what should be protected about childhood and what becomes their center. For North (the only character who really goes into detail on the subject in the movie), his center is Wonder. He explains that he's always seen wonder and magic in the world and that's what, in his capacity of Santa, he was chosen for in order to bring that into the world. In this way Jack eventually discovers that his center is fun, and that is what he uses to protect children.
Although it's never implicitly stated, the implication is that the Man in the Moon asked the others to become Guardians willingly, whereas in Jack's case it was very different and the MiM merely resurrected him into the role by taking his memories away. In fact he even insists to Toothiana that, "But... I wasn't anyone before I was Jack Frost! ... that night at the pond, I'd just assumed..." and is quite stunned to learn about the fact that he had a life before that. Likewise Tooth is very surprised that Jack didn't recall his human life, suggesting that all the other Guardians kept their memories intact.
However the Guardians are not the only figures out there and like Jack was, there are others who have not been elevated to that status. (Comparatively, Jack is actually quite young in his role, only a few hundred years.) The few remarked upon in the movie are the Leprechaun, the Groundhog, then there is Pitch Black, the Boogeyman. Pitch recounts that during the Dark Ages he reigned at his height because of people's overwhelming fear, until the Man in the Moon chose the ("big four") Guardians to put hope back into the world through children. It's not specified if the status of Guardians existed before that time, or if they were all merely spirits of equal power until then.) North does reference a battle with Pitch in the past, which led to Pitch's downfall and he spent the next millennia or so quietly plotting revenge. However the interesting thing is during the build-up to Pitch's attacks that he speaks to the MiM just like North does -- saying, "Don't look at me like that, old friend. You must have known this day would come. My Nightmares are finally ready - are your Guardians?" which makes sense for a lot of Pitch's bitterness if one assumes that he was asked to become the Spirit of Fear the same as the others, only to be rendered completely powerless and forgotten because of the Guardians the MiM then appointed. (There's more history on Pitch and Sandman in the books, but I haven't gotten to them yet.)
Personality: The absolute core of Jack's personality is fun, playing games, and enjoying his freedoms. Even when he was human, in the flashbacks we see that he was happy, a prankster who liked making the younger children laugh with jokes and wild stories acted out for their amusement. Although the family experienced hard times, Jack felt that it was his responsibility to keep everyone smiling and hopeful. He wants to bring joy to children, to see them happy and enjoying the things he creates for them. Even when the situation seems dire, Jack can focus on the positives and find a way to get through them. These aspects are what leads Jack to discovering his center and being accepted as the Guardian of Fun.
He is utterly dedicated to children, beginning with his sister and his friends when he was human and being a big brother figure to all of them that later transferred to Jamie and Sophie Bennett, even before he had recovered his memories. Their happiness is literally his happiness and Jamie, being the first human to be able to see him in 300 years, also became a special friend for him. Jack selflessly risks his life to protect those he cares about: first his sister on the frozen lake, and then later to save Jamie from Pitch. Family and a sense of belonging means the world to Jack and being deprived that for so long has impacted him greatly, which is clearly evident when he recovers some of his memories through the tooth capsule and all he's overjoyed to find out that not only did have have a sister, he'd saved her life... completely overshadowing his realization that the act had cost him his own.
Beneath Jack's airy and playful exterior, there is a very lonely boy. When the Man in the Moon stripped Jack of his memories, he left the same basic personality core intact, which meant that Jack continued to seek out people's approval and affection without really knowing why. Yet because he was now a spirit and unknown to the world, he was not believed in and therefore couldn't be seen. In many ways, it was the harshest of punishments for Jack to endure and we see that over the centuries, Jack loses some of the guileless joy and wonder he first had upon discovering his powers and it is replaced by a bitterness that he is not acknowledged and therefore remains invisible and untouchable even when others like himself are revered as childhood legends. He harbours a deep resentment towards the Moon but at the same time places some blame on himself, believing that he is the one doing something wrong.
"Hold on, hold on! What about all the fun we just had? That wasn't the Tooth Fairy,
that was me! What's a guy gotta do to get a little attention around here?"
"If there's something I'm doing wrong, could you just tell me what it is? Because I've tried... everything!
And... no one ever sees me! ... You put me here! The least you can do is tell me- tell me why..."
He buries his loneliness under his carefree attitude, even going so far as not only to rebuff the Guardian's attempt to bring him into their ranks but to insult them as well. He sees them as being too bound up in their own rules, even saying that they merely "think up new ways to bribe kids". Yet it only takes a few well-placed verbal barbs from the Easter Bunny to drive home the point that while he may consider himself freer than they are, kids still believe in them but not in Jack himself. Yet his refusal is more based in his anger at the Man in the Moon when he finds out that his submission as a Guardian came from the Moon, and he shows clear anger at having not been told this himself. His anger -- bordering on rage -- is shown again when Sandy is defeated by Pitch in battle, the Sandman being the first Guardian Jack really had a chance to interact with because of the dream streams. It also affects his power, increasing it substantially to the point where the other Guardians are amazed that it defeats Pitch handily. In many ways, he IS the personification of winter in temperament as much as in ability: he can be gentle and affectionate, but when he is angry it is harsh and brutal.
For much of the movie, Jack is very insecure about himself something that both allies (Bunnymund) and enemies (Pitch) exploit. Pitch in particular capitalizes on Jack's fear of never being accepted, never knowing why he has been forced to exist like he has for so long, and his desire not to disappoint the other Guardians, of his feelings of not being worthy of their trust. It makes his realization near the end when Jamie finally understands who is helping him and says Jack's name aloud even more powerful. Jack's reaction to finally being realized isheartbreakingly beautiful so stunned and amazed like he almost dare doesn't believe it. As much of a front as he puts up to others about not needing anyone, everything comes back to wanting to be part of things again.
IN TUSHANSHU: Jack will be more than a little overwhelmed by the explanation of Tu Vishan at first. Even given his own otherworldly status at the moment, it will be so far removed from what he knows as real that he will have a hard time accepting it. He will especially be worried that back in his world, kids will stop believing in him so soon after they started and that his disappearance will be seen poorly by the Guardians. I doubt very much he'll believe (at least right away) that time won't pass in his absence because he measures everything by seasons, which are present in Tu Vishan. On the other hand, depending on how the people here may or may not be able to see him at first, it will provide a solid foundation for really building up his confidence in being a Guardian, particularly if people beyond young children begin to believe in him.

Appearance: Jack is a very slight, tallish young man with snow white hair in a messy short cut, deep blue eyes and light boned features. His complexion is almost unnaturally pale and in some lights does look faintly bluish. He wears a royal blue hooded sweatshirt with frost that patterns around the collar atop a white woolen shirt, thin brown wrapped pants (almost like leggings) which are tattered at the bottoms and no shoes -- he is always barefoot. If you ever got him to remove his sweatshirt, he is almost unnaturally thin beneath, as much of his current appearance aside from his colouring was taken from his appearance upon his mortal death. He is very cold to the touch and can inadvertently cause people frostbite if they remain in contact with him for too long. The way he moves is also very distinct: he rarely seems to be still, always in motion. He's unbound by gravity (or apparently a spine) and is flightly, like an errant snowflake in a breeze. [ IMAGE ]
Abilities: Jack is the Spirit of Winter, a personification of the frigid season and as such, he has complete control over all aspects of ice and snow. It's his duty to bring snow to different parts of the world, to shepherd in the winter season and to dismiss it when he moves on, responsible keeping a seasonal balance. He can summon snow, ice, and the frost of his namesake at will, manipulating it as he chooses and is unable to feel cold -- or rather, does not feel cold as any kind of discomfort. He uses his hooked staff to focus his energy and strengthen his abilities though it is not the core of them. He is also able to fly with the help of the Wind, particularly the North Wind though he can call on all of them. He also is able to bring to life his icy creations as phantom images. The opposite side of Jack's ability is that he is weakened by extreme heat, becoming lethargic and feeling ill.
Inventory: His usual blue hooded sweatshirt outfit and his staff.
Suite: Jack will do best in the Wood sector, as he is a free spirit and will appreciate the natural setting. (Also he'll be less worried about accidentally frost damaging non-natural architecture.)
In-Character Samples:
Third Person: Jack continued to skate around the empty rink on his bare feet long after Zatanna had left, thinking about the conversation they'd had. He still couldn't believe that she'd risked frostbite to hold his hand and reassure him that things were going to be all right after she knew how frigid he could feel. Especially since they'd only just met! That someone -- anyone -- was willing to be that sincere for him was still hard to accept. He stared at the hand she'd held, examining his pale fingers as though they held the answer to why she'd done such a bold thing for him even as he felt a smile stretch across his face.
"It's not one sided anymore," he reminded himself; repeating those words somehow made them easier to accept. "People believe in me now. I'm not alone any more. Isn't that right, Wind?"
The north wind curled around him playfully, ruffling his hair and clothes before settling down at his feet again. Jack was infinitely glad that the Wind had been able to find him in this place; it was his oldest friend. Yet his heart beat faster at the anticipation of being able to make new friends. He loved the children of the world and would do anything for them, but it was a different kind of friendship since he was a Guardian. Just like it was different than being friends with the other Guardians, though he counted them all dear to him -- even Bunnymund.
The feelings of excitement and anticipation continued to swell in his chest as he got more and more excited. "Turtle or no turtle, this will be great!" he exclaimed jumping to his feet and flying off the ground, snowflakes trailing out behind him like a jetstream. "Come on Wind, let's go!"

So, uh. Hi.
[ Jack gave a slightly nervous wave at the screen but this felt bizarre... like the tables had been turned and he was the one trying to communicate with someone he wasn't sure was actually there. It was really, really disconcerting. ]
My name's Jack Frost. If anyone can hear this, I wanted to apologize for the, uh, flash freeze near that fountain earlier today. The people with the little gills -- kedan? -- they were telling me some things that were a bit much to take in all at once and... yeah. Sorry about that. It'll thaw in a few days, I promise.
[ He looks off to the side, rubbing a hand through his hair and making it even messier, then looks back at the camera. ]
So... are there any kids here?
